[An MCT Commentary]
There’s a particular kind of irony that only Philippine politics can produce.
Harry Roque, the former presidential spokesperson who has been a fugitive since September 2024, wanted by the House of Representatives on POGO-related contempt charges and qualified human trafficking cases, is now sitting at the edge of Sara Duterte’s impeachment trial. Not because he showed up in court. Not because he surrendered.
His Facebook page did it for him.
THE NIGHT SARA TALKED TOO MUCH
On November 23, 2024, Vice President Sara Duterte held a late-night Zoom press conference. It was long. Messy. Tense.
Congress was already digging into the Office of the Vice President’s alleged misuse of confidential funds, and Sara sounded like someone speaking from the middle of a political breakdown, not from a position of control.
Then she said the line that would come back months later in a Senate impeachment court.
“Huwag kang mag-alala, Ma’am sa security ko, kasi may kinausap na ako na tao. Sabi ko sa kanya, kapag pinatay ako, patayin mo si BBM, si Liza Araneta, at si Martin Romualdez. No joke, no joke. I already gave instructions, ma’am. That if I die, I said, ‘do not stop until you kill them.’”
That press conference was streamed live on Harry Roque’s Facebook page.
Roque, at that point, was already gone.
During the same press conference, Sara herself appeared to hint that he had already left the country despite previously saying he would not. Since then, his situation has only become heavier.
He is now facing non-bailable qualified human trafficking charges tied to the Porac POGO case. His passport has been cancelled. He has been described by authorities as a fugitive.
And yet his Facebook page carried what may be the most politically damaging video of Sara Duterte’s career.
THE VIDEO ENTERS THE COURTROOM
On July 7, 2026, Day 2 of the Senate impeachment trial, National Bureau of Investigation (NBI) Senior Agent John Mark Calilung took the stand.
He told the court that the November 23, 2024 recording, a full two hours and 26 minutes long, had been collected from Harry Roque’s Facebook page. The NBI also asked Meta to preserve a copy so it could not be altered or quietly taken down.
The prosecution then played a two-minute and 18-second clip from the longer recording.
That was the part where Sara Duterte said she had already instructed someone to kill President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos, and Martin Romualdez if she herself were killed.
Sara has since argued that this was an exercise of freedom of expression.
The prosecution sees it differently.
Private prosecutor Amando Ligutan told the court that this was not just an emotional outburst. He linked it to another 2024 video where Sara spoke about wanting to cut off Marcos’ head and dig up Ferdinand Marcos Sr.’s remains and throw them into the West Philippine Sea. For the prosecution, the pattern is critical.
The defense objected again and again.
It questioned Calilung’s qualifications. It challenged whether the recording was properly authenticated. It pushed back on whether he was the right person to explain how the video was preserved.
Presiding officer Senator Francis Escudero overruled those objections and let the evidence in.
The prosecution also said it wants to call Sara Duterte herself as a hostile witness.
THE MAN BEHIND THE STREAM
This is the part that kept bothering me.
Roque is not just some random page owner who happened to host a video. He was a Duterte ally.
He accompanied Sara and Senator Robin Padilla to The Hague in March 2025 for Rodrigo Duterte’s International Criminal Court proceedings.
Even while staying abroad, he kept posting pro-Sara content on Facebook and Instagram.
As recently as June 2026, he was still boosting her and expressing support for Rodrigo Duterte.
So when Sara needed a platform for that November 2024 press conference, Roque’s page was there.
That is what makes this so strange.
Harry Roque did not testify. He did not turn state witness. He did not cooperate with the prosecution in any formal way.
But his Facebook Live did something none of those things needed to do.
It gave investigators a public, time-stamped copy of the most explosive part of Sara Duterte’s own words.
Lawyer Jesus Falcis pointed this out online, and for once the observation was hard to ignore: one of Sara Duterte’s own allies helped create the chain that turned her remarks into impeachment evidence.
A LIABILITY WITH A RING LIGHT
There is something worth pausing on here.
While Roque kept defending the Duterte family online, the family itself had already started creating distance.
By July 2025, Rodrigo Duterte’s lead counsel Nicholas Kaufman publicly said that Duterte no longer wanted Roque involved in his International Criminal Court case and wanted him to return to the Philippines to face his own charges.
That says a lot.
When the person you are trying to defend starts telling people you should stop interfering, you are no longer just an ally. You are becoming a problem.
Roque now moves like a man who still thinks he is in an official briefing room, except he is not.
There is no Palace podium. No staff. No message discipline.
No one checking whether a livestream helps or harms the people he says he wants to protect.
He is just abroad, posting and reacting and going live whenever he wants.
The Sara video is the clearest example of the damage that can do.
Vera Files also documented how one of Roque’s videos discussing the International Criminal Court was later recycled by a YouTube channel into a false claim that Marcos Jr. was about to be charged.
That kind of noise does not strengthen a legal defense. It makes the whole thing look sloppier.
A loyal ally who cannot be controlled starts turning into a liability. And the Dutertes seem to be learning that in public.
NOW HE “WANTS” TO BE THE WITNESS???
Last night, Roque added one more twist.
In a new post and video, he insisted that he, not NBI Senior Agent Calilung, is the one who should authenticate the Sara Duterte press conference recording. His point was simple: he streamed it, so he should be the one to vouch for it.
I had to look up how this works. From what I understand, he is not completely wrong.
The rules on electronic evidence do say that the person who made or broadcasted a video is a natural witness for it.
That part makes sense. But the rules do not stop there.
They also allow other people who handled the file, like investigators who found it, preserved it, copied it, and kept it intact, to explain what they did.
That raises an obvious question.
If Roque really believes he is the strongest witness for the Duterte side on this issue, why is he not in the country offering that testimony himself?
The answer is sitting in his own legal mess.
Roque is a fugitive. His passport has been cancelled. He is facing non-bailable qualified human trafficking charges.
He has also spent the past year telling foreign authorities that the cases against him support his asylum claim abroad.
Coming home to authenticate Sara Duterte’s video would not just expose him to arrest. It would also weaken the story he has been using to justify staying away from the Philippines.
So he is trapped by his own position. He wants to be seen as the best possible witness for the defense, but he cannot step into that role without stepping straight into the cases he has been avoiding. 🤷♂️
Meanwhile, the NBI has already explained its side.
Calilung told the court that he found the livestream on Roque’s Facebook account, asked Meta to preserve it, recorded the content together with its source and timestamp, compared that recording to the original, and used hash values to show the file had not been altered.
The Senate impeachment court accepted that explanation and allowed the video in.
So Roque may be partly right on the theory. But he stretches it too far when he acts like only he can authenticate the recording.
And that brings us back to the irony.
The person now arguing that he is the best witness for Sara Duterte is also the same person whose own Facebook page helped make the case against her possible.
He is not in the country. He has no valid passport. He is facing non-bailable charges.
And somehow, he is still in the middle of the story.
THE BROADER PICTURE
Sara Duterte faces four articles of impeachment. Article IV, which the prosecution is currently presenting, accuses her of culpable violation of the Constitution for allegedly making grave threats and plotting the assassination of the President, the First Lady, and the former House Speaker.
Her lawyers have gone back to the Supreme Court asking it to stop the trial, arguing that the proceedings are being handled improperly. That request is still pending.
So this is where things stand now. A vice president is fighting for her political survival.
One of the key pieces of evidence against her came from the Facebook page of a fugitive ally.
That same ally is now arguing online that he, of all people, should be the one authenticating the video.
If this were fiction, it would sound overwritten.
But here we are.
And the question that stays with me is simple: who exactly was Harry Roque helping when he pressed “go live”?
