MARCOS ORDERS THE PHILIPPINE ARMY TO PIVOT — 129TH ANNIVERSARY MARKS THE SHIFT TO EXTERNAL DEFENSE

"The demands of our time call for a force that is agile, effective, and prepared to safeguard our nation across new and evolving domains — from our maritime frontiers to the digital space."

That was President Ferdinand Marcos Jr., speaking at Fort Andres Bonifacio in Taguig City on March 19, 2026, at the Philippine Army's 129th founding anniversary. The ceremony was festive. But the directive embedded in that speech was anything but ceremonial.

Marcos told the Army to shift. From fighting insurgencies inside the country to defending the country's borders from external threats. The pivot has been building for years. At this anniversary, Marcos formalized it from the top.

THE ORDER AND THE DOCTRINE BEHIND IT

Marcos did not just make a general call for readiness. He named the doctrine: the Comprehensive Archipelagic Defense Concept.

"We are strengthening the Philippine Army's role in external defense through the Comprehensive Archipelagic Defense Concept," Marcos said. "This concept enables the Army to perform External Security Operations while gradually transitioning its Internal Security Operations."

The Comprehensive Archipelagic Defense Concept, or CADC, is the organizing framework adopted under the Marcos administration for protecting the country's territorial edges and its 200-nautical-mile Exclusive Economic Zone. It calls for strategic basing, forward-deployed positions, and 360-degree coverage of the Philippine archipelago — including internal waterways, island chains, and maritime approaches near Northern Luzon, which sits just south of Taiwan.

Under the CADC, the Army's traditional role — chasing communist guerrillas through the mountains of Mindanao and the Cordilleras — gives way to a new one: land-based support for maritime and territorial defense. Combined arms operations. Amphibious deployment. Coastal defense.

The shift is also enshrined in the AFP's current campaign plan, Tatag Kapuluan, introduced by AFP Chief of Staff General Romeo Brawner Jr. in December 2024. Tatag Kapuluan translates roughly to "resilient and secure archipelago" and frames the AFP's mission around external sovereignty, not internal pacification.

THE P50 BILLION BEHIND THE WORDS

Speeches do not change armies. Money does.

The 2026 General Appropriations Act includes P50 billion in unprogrammed appropriations for the Revised AFP Modernization Program. Marcos vetoed nearly P92.5 billion in other unprogrammed fund items from the 2026 budget in January, stripping it down to what Executive Secretary Ralph Recto called the "absolute bare minimum." Three items survived: foreign-assisted projects at P97.3 billion, the AFP Modernization Program at P50 billion, and a risk management fund at P3.6 billion.

The fact that Marcos slashed most of the unprogrammed budget but protected the defense allocation gives a clear signal about priorities.

The total 2026 modernization budget stands at P90 billion when combining the P40 billion in regular programmed funds with the P50 billion unprogrammed component. That is the highest single-year figure in the AFP's modernization history.

On the ground, the money is already showing up as hardware. The Philippine Army received its first batch of VBTP-MR Guarani 6x6 armored personnel carriers from Brazil in March 2025 — amphibious vehicles designed for coastal operations and rapid deployment across the archipelago. Project COBRA, the Army's first indigenously developed remote-controlled weapon system built with the Department of Science and Technology, was handed over in December 2025. Marcos mentioned it at the anniversary as a "strong step towards innovation and the growth of our local defense industry."

The Combined Arms Training Exercise Katihan — now in its third year — concluded the week of the anniversary. The exercise brought together infantry, armor, and artillery in a three-week simulation of conventional territorial defense. The Army has been practicing what Marcos described from the podium.

THE THREATS THAT MADE THIS URGENT

The shift toward external defense did not happen in a vacuum.

China logged 64 incidents of interference against Philippine vessels and installations in the West Philippine Sea in 2025 alone, according to the Philippine Coast Guard. The Second Thomas Shoal standoffs and the ongoing dispute over Scarborough Shoal have pushed the AFP to confront a strategic reality: its decades-long focus on counterinsurgency left it structurally unprepared for a maritime territorial conflict.

Then came the Middle East. As of March 2026, an escalating military conflict near the Strait of Hormuz has sent Philippine fuel prices to record highs. The Philippines imports roughly 98 percent of its crude oil from the region. Defense Secretary Gilberto Teodoro Jr. said in a March 17 interview that the Philippines lacks missile interceptors, has only a 60-day oil reserve, and has no capability to escort tankers through the strait. "For us, that's moot and academic — we simply don't have that capability," Teodoro said. The Middle East conflict, viewed alongside the West Philippine Sea situation, has sharpened the DND's argument for accelerated modernization.

In February 2026, DND officials appeared before the Senate and asked Congress to scrap the fixed 15-year timeline governing the AFP Modernization Program and remove the outdated P300-million ceiling on foreign loans for defense acquisitions — a cap set in 1974 under Presidential Decree No. 415. Defense Assistant Secretary Erik Lawrence Dy told lawmakers the current framework is "already obsolete" and that acquisitions should be needs-based, not tied to fixed timelines. Senator Loren Legarda, who chairs the Senate National Defense and Security Committee, backed the proposals.

THE INSURGENCY THAT DID NOT GO AWAY

Here is the problem the Army cannot fully resolve from a podium: the Communist Party of the Philippines — New People's Army insurgency is not finished.

Marcos acknowledged it at the anniversary. "At present, the DND and the AFP are monitoring developments on the ground to ensure that we sustain our progress in addressing internal security threats," he said. "In parallel, the DND, AFP, and the National Task Force to End Local Communist Armed Conflict continue to strengthen stability in communities, paving the way for a more effective and orderly transition."

When the NTF-ELCAC was organized, the CPP-NPA maintained 89 guerrilla fronts across the country. That number has been significantly reduced. But "significantly reduced" is not "eliminated." Active fronts remain. Army units deployed in Samar, Negros, and parts of Mindanao are still conducting internal security operations, and pulling them out to redeploy toward maritime defense is not a switch that gets flipped by a presidential directive alone.

The Marcos administration's answer is to run both missions simultaneously and phase out the internal one as conditions allow. How long that takes — and whether the Army can genuinely split its attention between an unfinished insurgency and an accelerating maritime threat — is the question the 129th anniversary left open.
