MARCOS ORDERS INVESTIGATION AFTER MIGRANT WORKER OFFICE EMPLOYEE IN BAHRAIN TURNS AWAY OFWs SEEKING HELP

A video went viral over the weekend showing a Philippine government employee in Bahrain dismissing overseas Filipino workers who came to his office asking for assistance during the Middle East conflict.

The employee's name is Anthony Allermo. He works at the Migrant Workers Office in Bahrain. In the video, he can be heard telling OFWs that there were no funds available to help them and that they would no longer be assisted.

"You will no longer be entertained," Allermo said in the footage. "Feel free to report this to anyone you wish. Manila states there are no funds."

President Ferdinand Marcos Jr. saw the video while on a working visit to the United Nations in New York. He was, according to Palace Press Officer Claire Castro, furious.

WHAT THE PALACE SAID

Castro disclosed the President's reaction during a press briefing in New York City on Monday, March 10.

"A public servant should never misuse their authority," Castro said. "There is absolutely no justification for arrogance or neglecting our compatriots."

She added: "The President was dissatisfied with this situation. His anger was directed towards the mistreatment faced by our OFWs at the hands of certain public servants. Upon viewing the viral footage depicting Allermo's poor treatment of the OFWs, the President promptly directed DMW Secretary Hans Leo Cacdac to probe the incident and take necessary actions."

Allermo has since been recalled by the Department of Migrant Workers.

THE TIMING

This is not an ordinary complaint about a rude government employee. The context transforms it.

The Iran war has put hundreds of thousands of overseas Filipino workers in the Middle East in an uncertain and potentially dangerous position. Bahrain was among the countries targeted by Iranian drones and ballistic missiles in the opening days of the conflict. The Department of Migrant Workers has activated contingency plans across the Gulf.

The House of Representatives held a joint briefing on Wednesday, March 11, through the committees on Foreign Affairs and Overseas Workers Affairs, specifically focused on the impact of the US-Israel-Iran conflict on OFWs in the Middle East and the government's crisis response.

Commercial flights to and from the region have experienced disruptions. Philippine Airlines and Etihad Airways resumed flights only recently, with a Philippine Airlines flight arriving from Abu Dhabi on March 10.

The Migrant Workers Office in Bahrain is one of the frontline facilities that OFWs in the Gulf would approach for emergency assistance — repatriation support, evacuation coordination, financial aid, shelter.

An employee at that specific office, during this specific crisis, telling workers there is no money and they will not be helped — that is the footage the President saw.

THE INVESTIGATION

Marcos directed DMW Secretary Cacdac to investigate and take appropriate action. The recall of Allermo was immediate. What remains unknown is whether Allermo's claim — that Manila told him there were no funds — reflects an actual funding gap or was a personal dismissal.

The government has earmarked P2.5 billion in fuel subsidies for the public transport sector and P3.5 billion in broader transport subsidies. Senator Risa Hontiveros has pushed for a P52.8 billion emergency supplemental budget that includes P38 billion for OFW evacuations. But whether the specific Migrant Workers Office in Bahrain had received operational funds for emergency assistance at the time of the incident has not been publicly clarified.

Castro did not address the substance of Allermo's claim about the lack of funds. The Palace response focused entirely on the conduct of the employee.

THE BROADER PICTURE

The Philippines has approximately 2.2 million OFWs in the Middle East, according to government estimates cited in recent congressional hearings. The Department of Migrant Workers has classified operations in the Persian Gulf as a "war risk" zone. Filipino seafarers have been told to expect operational hazards in and around the Strait of Hormuz. At least one Filipino seafarer was reported missing after a tugboat incident near the strait.

The government's ability to protect and evacuate these workers depends on functioning offices abroad, adequately funded operations, and personnel who treat the people they serve with basic dignity.

The Allermo video is one incident. But it surfaced at a time when the system is under maximum pressure — and when the workers it serves are watching.
