FRASCO OUT AS DOT SECRETARY: MARCOS REPLACES TOURISM CHIEF AMID DECLINING ARRIVALS AND PHOTO CONTROVERSY

The speculation ran for months. And on Thursday, March 12, 2026, it finally ended.

Malacañang confirmed that Christina Garcia Frasco has been removed as Secretary of the Department of Tourism and reassigned as Presidential Adviser for Sustainable and Resilient Communities. DOT Undersecretary Verna Esmeralda C. Buensuceso, who also heads the Philippine National Tourism Organization, was named Officer-in-Charge.

The Palace framed the move as a pivot toward climate resilience. Press Officer Claire Castro cited "escalating climate-related threats and disruptions impacting local economies and livelihoods" as the rationale, and said Frasco's experience with local governments made her suited for the advisory post.

Castro denied that Frasco had resigned.

A MORNING OF DOUBLESPEAK

The announcement did not arrive cleanly. That same morning, Castro was asked directly about a DOT leadership change during a press briefing. Her response was evasive. She said an announcement was coming, possibly the next day. When pressed on whether trade diplomat Dita Angara-Mathay would replace Frasco, she said she had not been given any documents.

She was also asked whether Frasco still had the confidence of the President. Her answer was telling: "For now, yes."

Hours later, the reshuffle was confirmed.

THE NUMBERS BEHIND THE OUSTER

The removal came as Philippine tourism continued to lag behind its Southeast Asian neighbors, a gap that had been growing since the post-pandemic reopening.

In 2019, the Philippines recorded 8.26 million international arrivals. By 2025, that number stood at roughly 5.94 million foreign arrivals, approximately 37% below the pre-pandemic baseline. The DOT's own 2025 target was around 8.4 million. Actual total arrivals, including overseas Filipinos, came in at 6.48 million, roughly 33% short.

Meanwhile, Vietnam reached 22 million arrivals in 2025, more than 220% of its pre-pandemic levels. Thailand surpassed 28 million visitors. Cambodia moved ahead of the Philippines in visitor numbers.

The decline was sharpest in top source markets. South Korean arrivals, the largest tourist segment, dropped 18.49% for the full year 2025. Chinese arrivals collapsed even further, falling roughly 86% from 1.74 million in 2019 to just 237,101 by end of 2025.

Frasco had repeatedly pointed to budget cuts as a constraint. The DOT's marketing budget was slashed from 1.3 billion pesos in 2023 to 200 million in 2024, then to 100 million in 2025, a 93% reduction. She argued that competitors outspent the Philippines by three to ten times.

THE PHOTO CONTROVERSY

The budget argument, however, ran into a different kind of problem.

In December 2025, Frasco appeared on the cover of Philippine Topics, a free magazine distributed in Japan. Photographer Max Abasolo posted a viral reaction on Facebook: "You made us shoot almost 320 tourist spots from Region 1 to Region 13. 236,000 photos, 6,500 video materials, and this is the one you would choose, DOT?"

By February 2026, the issue had reached the Senate. During a Committee on Tourism hearing, Senator Raffy Tulfo confronted Frasco with exhibits showing her image on promotional tarpaulins at Boracay airport, South Cotabato, Taguig, and other destinations, all featuring the secretary rather than tourist sites.

Tulfo told her directly: "It appears you're evolving into a vlogger. If marketing materials are filled with your image, it won't be effective."

Frasco denied issuing any directive to display her photo. She ordered all such materials taken down. She also pushed back against suggestions of self-promotion, saying she had no aspirations for national office in 2028.

THE POLITICAL THREAD

Frasco's appointment in 2022 was widely understood as a political transaction. Her mother, Cebu Governor Gwen Garcia, delivered more than a million votes each to Ferdinand Marcos Jr. and Sara Duterte in the 2022 elections. Frasco herself had served as spokesperson for Sara Duterte in July 2021 when Duterte was weighing a national run.

The UniTeam alliance that brought Marcos and Sara Duterte to power has since collapsed entirely. Sara Duterte resigned from the Cabinet in June 2024 and was impeached by the House of Representatives in February 2025. Former President Rodrigo Duterte was arrested and surrendered to the ICC in March 2025.

Frasco's ties to the Duterte political ecosystem are well-documented. Her removal, in the context of the total Marcos-Duterte split, fits a broader pattern of the administration distancing itself from figures linked to the Duterte faction. Former Duterte ally and executive secretary Vic Rodriguez dismissed the reshuffle as a "cosmetic change."

The Palace, for its part, attributes the move entirely to performance and the new climate resilience role.

WHO COMES NEXT

The permanent replacement remains unclear. For weeks before the announcement, reports named Dita Angara-Mathay, a career trade diplomat serving as Commercial Counselor and Special Trade Representative of the Philippines in Tokyo. She heads the Philippine Trade and Investment Center there, where she facilitated 51 billion pesos in Japanese investment pledges.

But the March 12 announcement only named Buensuceso as OIC. Angara-Mathay was not formally appointed.

Earlier in the speculation cycle, other names surfaced. In January, Stanley Ng, former president of Philippine Airlines, was reportedly being considered. By February, Patrick Gregorio, Chairman of the Philippine Sports Commission, was rumored as a possible successor. Castro denied all of it at the time, stating there were "no discussions" about a leadership change, and that Frasco "continues to have the trust and confidence of President Marcos."

That trust apparently had an expiration date.
