Hi Sir Dexter. Let me be straight with you:
Implementing Daylight Saving Time to solve the Philippines' current energy emergency is a feel-good measure with almost no real impact.
It sounds logical on paper — changes the clock, use less artificial light, save power. But the evidence, and frankly the geography, tell a very different story.
WE'RE A TROPICAL COUNTRY, NOT CANADA
The science on DST and energy savings is already inconsistent worldwide.
A meta-analysis of 44 studies found that DST reduces electricity consumption by an average of just 0.34% — a barely measurable figure even under the best conditions.
And here's the critical part those studies consistently agree on: the farther from the equator, the more DST helps; the closer to the equator, the less it helps — or it actively makes things worse.
The Philippines sits between 5° and 20° North latitude. We are a tropical country.
Research on tropical and subtropical regions — including Australia and Brazil — found that DST actually increases electricity consumption during warmer periods because people run their air conditioners longer during the extended daylight hours.
In Brazil, the equatorial northern regions were so unaffected by DST that they stopped participating entirely after the 2013-2014 cycle.
The logic is simple: the closer you are to the equator, the less the clock matters.
In tropical climates, up to 50–60% of commercial building energy consumption goes to air conditioning. Moving the clock forward one hour doesn't change that. It just means the AC runs during hotter, sunnier afternoon hours instead.
THE REAL PROBLEM IS OIL, NOT LIGHTING
The Philippines' current energy emergency has nothing to do with how we schedule our daylight hours.
President Marcos declared a state of national energy emergency on March 24, 2026 because the country imports 98% of its oil from the Middle East and the closure of the Strait of Hormuz has directly threatened that supply chain.
As of late March, the DOE reported only 45 days' worth of oil supply remaining, down from 55–57 days at the start of the crisis.
Diesel has exceeded ₱130 per liter; gasoline has surpassed ₱100. Over 425 filling stations have closed.
DST is a lighting policy masquerading as an energy policy. Our crisis is a supply chain, geopolitical, and import-dependency crisis. These are two completely different problems. Applying DST here is like putting a band-aid on a broken leg.
But knowing some people in this government — and given the low expectations from many of our fellow Filipinos — band-aid solutions pass as real solutions.
Dito sa atin, the bar is so low here that we clap at ribbon cuttings and automatically brand politicians as geniuses.
WHAT WE ACTUALLY NEED
Executive Order No. 110 already points in the right direction: stockpiling fuel reserves, exploring higher biodiesel blends, increasing coal co-firing with biomass, accelerating renewable energy deployment, and transitioning mass transport to electric vehicles.
The Institute for Climate and Sustainable Cities (ICSC) has been even more direct — renewables are the structural fix, not demand-side tricks like clock changes.
The Philippines has geothermal, hydro, solar, and wind resources. Those are the levers that are critical and long-term.
THE BIGGER ISSUE: WE KEEP REACHING FOR EASY ANSWERS
What bothers me about the DST proposal — and it has surfaced before, as far back as the MMDA's 2022 proposal — is that it reflects a tendency to reach for symbolic, low-friction measures instead of doing the hard structural work.
It's easy to move a clock.
It's hard to reduce import dependency. It's hard to push through renewable energy infrastructure against entrenched fossil fuel interests.
But those hard things are exactly what this crisis is exposing as non-negotiable.
DST, in the context of this crisis, is a distraction.
It would be worth debating seriously in a country at 50° latitude with long winter nights and real lighting differentials.
But here, in the Philippines, in April? The sun rises at roughly 5:30 AM and sets around 6:00 PM. There's no meaningful "extra daylight" to capture. We're already bathed in it.
The energy emergency is real. The solutions have to be equally real — not optics.
